How to become a World Aquatics certified official

World Aquatics uses a progressive three-level recognition system for International Technical Officials: Bronze → Silver → Gold. Entry is always at Bronze, and every step is gated by your National Federation (NF) — you cannot self-enrol.

Based on the World Aquatics “Technical Officials Pathway & Appointments Rules — Open Water Swimming”, in force as from 1 January 2025.

▸Competition tiers (used throughout the pathway)
  • Tier 1 — Olympic Games, World Aquatics Championships
  • Tier 2 — World Junior/Youth Championships, World Cups, other World Aquatics competitions
  • Tier 3 — Continental / Regional Games and competitions
  • Tier 4 — Member Federation international competitions (foreign federations, clubs or individuals take part)
  • Tier 5 — Other competitions of major international importance defined by World Aquatics
▸Step 1 — Enter at Bronze (the certification moment)

Who can apply: good knowledge of the rules; experience as referee at 2 competitions of Tier 4 or above; ethical, physical and mental readiness.

  1. Age 18–65
  2. Proof of refereeing at 2 competitions of Tier 4 or above
  3. English language certificate (CEFR intermediate, B1/B2)
  4. Application submitted by the NF (max 8 nominees per NF; 10 for host NFs)
  5. Complete the Bronze e-learning course on the World Aquatics Learning Platform within 1 year, passing the online assessment

The NF nomination is what unlocks the course. Passing the online assessment is what confers Bronze status — experience alone is never scored into a certification.

Maintaining Bronze (over 4 years): annual online exam (single attempt, Bronze passing grade); participation in online rules sessions; referee at least one Tier 4 competition every 4 years. No practical evaluation is required at Bronze.

▸Step 2 — Move up to Silver
  • After 4 years in Bronze (education + experience completed) — or faster if one practical evaluation at a Tier 3 or Tier 2 competition is passed within 2 consecutive years
  • NF submits the application; candidate completes the Silver in-person course (classroom + practical sessions at a competition) with successful assessment and practical evaluation
  • Maintaining Silver: annual online exam; online sessions; referee at least one Tier 3 competition every 4 years; pass one practical evaluation at Tier 3/2 (90% required)
▸Step 3 — Move up to Gold
  • After a minimum of 4 years in Silver with at least 2 evaluations at Tier 3/2/1 competitions
  • NF submits the application; candidate completes the Gold course (webinar or in-person) with successful assessment
  • Maintaining Gold: annual online exam; online sessions; mentoring Silver officials; acting as Chief Referee and as Referee at least once each at Tier 3/2/1 every 4 years; pass two practical evaluations at Tier 3/2/1 (90% required)
▸Key rules to remember
  • Officials who fail maintenance requirements are excluded or demoted one level and must re-qualify.
  • Maximum age to be on a World Aquatics List: 65.
  • All course, travel and certification costs sit with the candidate and/or the NF.
  • The “transitioning” route (direct placement based on existing certification + experience) applied only to officials already on the active World Aquatics list when the system launched; everyone else enters via Bronze.
